In the early '90s, loss of metal coils from truck beds caused several deadly traffic accidents on both sides of the U.S.-Canada border, prompting both countries to begin developing uniform cargo securement standards. At a 1993 Congressional hearing, the U.S. Federal Highway Administration agreed to participate in a research program overseen by the Canadian Council of Motor Transport Administrators (CCMTA), a nonprofit group that coordinates highway safety between provinces. The intent is to implement a common standard throughout North America, resulting in uniform application, enforcement and interpretation. One benefit to haulers will be decreased training requirements. The article describes agreed-upon prescriptive securement practices relating to securement equipment, concrete pipe and heavy construction equipment. It also includes information about the American Concrete Pipe Association's involvement in drafting a uniform securement standard for concrete pipe.
