According to a press release:

"Heldenfels Enterprises, Inc. is building a new precast concrete manufacturing plant in El Paso, Texas, which will be operational in April 2015. Initial products will include prestressed concrete bridge girders for the Abrams-Kiewit Joint Venture’s Border Highway West Extension project.

"Heldenfels is a leading manufacturer of precast/prestressed concrete structures serving the highway and bridge, commercial buildings, marine/industrial and sports facility construction markets. The company operates two other plants in San Marcos and Corpus Christi, Texas both of which are PCI certified and currently has over 260 employees."
