Metropolitan Planning Organizations (MPOs), in cooperation with their states, develop transportation plans and programs for urban areas of the state. Because MPOs are required to provide public review and comment of their plans, this provides an opportunity for concrete producers to affect the process at the local level. Before approving a long-range plan, each MPO provides citizens, affected public agencies, representatives of transportation agency employees, and private providers of transportation with an opportunity to comment on the long-range plan.
