In 2004, the trucking industry found itself operating under new guidelines on how many hours drivers could operate their vehicles. Some concrete producers say the new interstate Hours-of-Service (HOS) rules have forced them to juggle truck drivers or postpone a pour now and then, but most are adjusting to the changes imposed by the Federal Motor Carrier Safety Administration.
