Dec. 3, 2008 - The Cement Council of Texas has added to its professional staff with the hiring of Richard B. Rogers, P.E., who will serve as Director - Concrete Pavements. Rogers brings more than 30 years of experience to the organization as a professional engineer and advisor to state and national authorities responsible for the construction of major concrete projects.

In his new position, Mr. Rogers will provide engineering direction and assistance to the Texas Department of Transportation on their largest concrete pavement projects. He also will advise other state and local agencies, their consultants and project partners on large scale projects in both the public and private sectors. Primarily his expertise will be provided on the construction of toll roads, airfield pavements and port facilities.

Prior to joining the Cement Council of Texas, Mr. Rogers was a member of the Transtec Group where he served as the pavement engineering lead on major design-build projects. His knowledge of foundation design, mix design, and pavement engineering, as well as pavement testing and evaluation and pavement performance is well respected within professional circles. He has developed and led workshops for professional engineers and government representatives and has helped to develop important cement pavement guidelines for state and national agencies.

From 1979 to 2004, Mr. Rogers worked for the Texas Department of Transportation in a variety of supervisory and technical capacities. He is a veteran of the United States Air Force where he served as a Civil Engineering Officer responsible for the design, construction and maintenance of base pavement and railroad facilities.

Mr. Rogers received his Master of Science degree in civil engineering from the University of Texas and his bachelor's degree in civil engineering from the Virginia Military Institute. The Cement Council of Texas is located in Hurst, Texas. For more information, visit
